Monitoring of Democratic Reforms in Armenia – 2006 Report

The presentation of the “Monitoring of Democratic Reforms in Armenia – 2006” Report took place in Congress Hotel today (the report is available in English and Armenian from Yerevan Press Club’s website). The report is prepared by the Yerevan Press Club and a number of widely known Armenian NGOs involved in the “Partnership for Open Society” Initiative.
I do not want to comment on the quality and content of the report (I am biased ;)), apart from saying, that the study is looking at the indicators used by the Millenium Challanges Account to decide the state of democratization in Armenia: civil liberties, political rights, voice and accountability, government effectiveness, rule of law, and control of corruption, and is an attempt to present a local view of achievements and failures to pursue democratic reforms in Armenia.
Speaking of that, the biggest question for me personally remains: so what is democracy anyway?
