The traditional media talked about the blogs this week again. Bloggers noticed that too. In an article about Yerevan’s Municiapl administration elections, Top journalist of “Aravot” daily – Anna Israyelian, had referred to the opinions expressed by Uzogh (Ruben Muradyan) on his blog.
Uzogh on his turn had started a discussion about “Aravot” Daily’s coverage on his blog. As the discussion proved interesting, we decided to invite Anna Israyelian, Ruben Muradyan (Uzogh), Gegham Vardanyan (Reporter_arm) and Artur Papyan (Observer) to the Internews Studio, to discuss the issue of copperation between the traditional media and blogs.

Hmm, talking about crimes that bloggers commit? I didn’t understand who was it that was saying it but all I ca say is ‘what the hell?’. The Armenian bloggers must have a different idea about their rights under Article 24 given to them in the Constitution.
Probably when all your constitutional rights can be violated every day, expectation for liberties are a luxury. But I digress.
Nazarian, offending people, telling lies, spreading libel and defamation is a crime in Armenia as it is everywhere else. Uzogh was saying about this, and I agree. This is not a limitation of Article 24. It says you have right to spread your opinions, not offend people.
Libel is a tort, not crime, so the punishment, if proven, is not jail (usually an apology, or a monetary fine).
In some countries defamation is crime. I have yet to see (in normal countries) someone serve jail time for it, though, since the burden of proof is quite high and has to be beyond reasonable doubt. In the rest of the countries it’s just used as another tool for repression.
But Uzogh wasn’t speaking of jail. He was speaking about ‘some kind of punishment’ – fine, jail, etc. – whatever it is. As far as I know according to Armenian law it is some sort of a fine.
I must have misheard , then. I heard that person say 1 year in jail punishment.
